RJH Air Conditioning & Refrigeration Service is committed to providing reliable and efficient service with knowledgeable technicians to our vital government and business clients, maintaining their essential HVAC, refrigeration, and laboratory equipment. We’ve created long-lasting relationships built on trust with our clients through our quality of service, reliability, and expertise.

  • RJH is proud to provide quality, reliable, and fast service to the greater DC Metro and surrounding areas. We provide emergency 24-hour services as well as maintenance contracts that prevent disruptive breakdowns in the first place. Our rental service eliminates downtime during repairs and provides extra equipment during peak operations.

  • Our 24/7 emergency service line is staffed by experienced service managers who diagnose problems correctly and quickly dispatch the best technician.

Our Leadership Team

  • Storm Rogers

    CEO

    Storm founded RJH in 1998 with his brother & two friends, all mechanics looking to build a better life for their families & tell their customers the truth without sales incentives and metrics in the way. In his teens, he began fixing grocery store refrigeration, moving on to repairing oil rig electronics, then specializing in commercial HVAC and using that knowledge to launch RJH. Now in his 70s, his focus is mentoring the next generation of RJH leaders. Sharing wisdom and guidance, but also delivering equipment, cleaning returned rental gear, or wherever another set of hands is needed.

    He loves to talk about: fishing with his grandchildren, mentoring young entrepreneurs, and Youtube videos about equipment repair.

  • Mark Winters

    CFO

    Mark joined RJH in 2004 and immediately started growing the company. With his 25+ years of experience in financial management and international business development, he continued to move the backroom forward. Mark’s background in corporate cash management, turnarounds, government business development and international business management has provided the necessary tools to help develop RJH as a prime federal government contractor on the GSA schedule. We are at the top in our industry in customer service and quality workmanship with HVAC-R service, repair, and maintenance in the Washington DC metro area.

    He loves to talk about golfing and his 5 dogs.

  • Randy Dalton

    DIRECTOR OF OPERATIONS

    Randy joined RJH in 2004 as a master HVAC-R technician and currently holds his master contractors license. After years as an excellent mechanic, he became a field supervisor and is now our Director of Operations leading the team in the office and the field. You may meet him at a site visit consultation to get a custom maintenance proposal or in the field, advising on the most complex projects. In the office, he manages technical proposal writing, quality assurance, and technician dispatching. RJH is known for finding custom innovative solutions to problems that stump other contractors. Randy leads the brainstorming to bring all our team’s experiences and knowledge together into the best solution.

    He loves to talk about: his six great kids, baseball, and how to improve our processes.

  • Heather Arbaugh

    OPERATIONS MANAGER

    Heather has been with RJH for 12 years. Starting in accounting, she quickly learned the business and rose to lead our rentals division. Once she had conquered that, she learned dispatching software, maintenance programs, and projects. This led her to become our Operations Manager. In addition to all the many ways she takes care of our team & clients, there is no problem Heather can't solve. Call with an unsolvable problem: the part you need isn't manufactured anymore, you can't get a tech to come out on New Year's Eve, historical building permits won't allow the necessary crane lift, she can solve it! Try her; she loves a challenge.

  • Sharon Butler

    CONTROLLER

    Sharon has been with RJH since 2005 in our accounting department. She keeps our budgets on track, pays all our excellent vendors & partners, and is the expert on various government billing systems. We offer all our employees excellent benefits, including 401k's, which Sharon manages. If you want to know when your check will arrive, a copy of a contract, or the current weather, she's your person.

    She loves to talk about cooking, the book she's reading, and her grandkids.

  • Terry Allen

    FIELD SUPERVISOR

    Terry has been in the industry for over 22 years and with RJH for 5 of those wonderful years. Specializing in refrigeration systems, he can pin point an issue from a mile away. With his knack for being a team player, assisting and training other technicians and the ability to lead projects, Terry has rose to our Field Supervisor position. He is the voice of the technicians and the liaison between Management and the field. He also assists on multiple projects not only as the technician who works on them, but the one who conducts the site visit, assists with pricing and ordering of equipment. From start to finish, he is incredibly involved so the customer and technicians get exactly what they need.

    He loves to talk about: his boys, movies, his desire to grow at RJH.

Our Story

RJH Air Conditioning & Refrigeration Service was founded in 1998 by service technicians who knew they could provide fairer service to their customers and build a better life for their families. Rogers, Johnson & Huynh built RJH with a focus on honest repairs.   Skilled in commercial HVAC & Refrigeration, they started with a few customers and quickly grew the business. 

They assembled a team of highly skilled technicians who shared their commitment to excellence & integrity. A policy of zero commissions for selling new equipment ensured that technicians informed our customers about all the available short and long-term solutions and advised them toward the best solution for the customer's case. RJH has grown steadily, adding commercial kitchen and life science equipment services to our offerings, as well as a rental equipment fleet to solve our clients' immediate emergency needs. Over the years, we've earned the trust of our loyal commercial clients and changed our leadership structure to our current two owners, Rogers & Winters. Our family focus is still alive in our employee benefits, flexible scheduling, and supportive team mentality.    

To better serve our government clients, we are a GSA schedule contract holder & received our MAS Contract in 2023. We're proud to provide HVAC to many critical infrastructure organizations & commercial kitchen maintenance at the White House. We look forward to building lasting relationships with our new clients, providing exceptional maintenance & service expertise.
